AP spent 33 years in the West Midlands Fire Service before retiring as a Commander in 2010. He held extensive command responsibility for a significant number of operational incidents including structural collapse and fire, loss of life, industrial chemical risks, flooding and a wide range of civil disorder situations.

 

 AP performed various staff duties for West Midlands Fire Service, including Brigade Hazardous Materials Officer and developed Operational Policies. He assisted in the development and implementation of effective emergency planning arrangements and major exercises in accordance with Civil Contingencies legislation.  

 

AP was the West Midlands Fire Service Team Leader for UK International Search and Rescue (UK-ISAR), responding to the Tornado that devastated 4 square miles of Birmingham, UK in 2005 and the earthquakes in Muzaffarabad, Pakistan 2005 and Haiti in 2010. 

 

AP is currently engaged as a Consultant Subject Matter Expert with Texas Engineering Extension Service’s (TEEX) Urban Search & Rescue division. AP has actively delivered Local Capacity Building projects in India and Tanzania and supported the Swedish Civil Contingencies Agency (MSB) in delivering a multi-million pound Local Capacity Building project in Pakistan following the 2005 Earthquake. AP is also is a team trainer and evaluator on European Union funded Civil Protection courses. He is currently involved as a Key Expert in the delivery of training to the EU Candidate Countries of the Western Balkans for the European Union.

GA is a former diplomat with over 9 years' experience in the Foreign and Commonwealth Office (FCO), including 5 years in the Counter Terrorism Department, based in London and overseas.   Most recently she was integral to the design and delivery of the FCO's crisis management training programme, implementing procedures for responding to global crises - including preparations for the 2012 London Olympics. 

 

GA has particular expertise in establishing and running crisis operations rooms to respond to a variety of incidents. She is well versed in the principles of crisis management and how to exercise those principles to ensure the most efficient response in times of crisis.

JB’s career spanned 30 years with the Metropolitan Police and he was a Protection Officer within Special Branch. He provided protection services to Baroness Thatcher of Kelvedon, Lord Mason of Barnsley (former Northern Ireland Secretary), The Right Hon. John Reid MP (Defence Secretary and Home Secretary) and U.S. Presidents Clinton and Bush, Rev. Ian Paisley, Binyamin Netanyahu, George Bush Senior and Nelson Mandela during their visits to the UK.

 

JB was responsible for planning and organising security, liaison with other agencies, planning and briefing at all levels, organising and testing crisis management plans for such visits and route planning and transport security.

 

JB was both a Firearms Instructor and Specialist Firearms Officer for the Metropolitan Police and his duties included dynamic resolution of firearms situations, hostage rescue and crisis management at the scene of spontaneous firearms incidents.

RK served in the London Fire Brigade (LFB) for 32 years, over 20 of those years as a fire service manager in a number of roles. He gained vast operational and fire safety experience whilst based at various fire stations, and received a prestigious award for initiating and leading a successful community fire safety initiative which improved fire safety provision within a major hospital complex. RK was also involved with the LFB's Fire Investigation Team and served with a specialist LFB Command Support Team.

 

He spent many years as part of a specialist fire safety enforcement team in Westminster which covers London's busy 'west end'. In that role he audited and advised on fire safety at: hotels, retail premises, healthcare and other commercial premises - some which presented unique challenges which required complex bespoke fire safety solutions. He has extensive knowledge of regulatory fire safety legislation and many years experience in applying/enforcing it's requirements.

 

Recently RK has been involved in conducting fire risk assessments and providing fire safety advice and strategies in a variety of high risk environments, including: The O2 Arena, Elstree film studios, Olympia Exhibition Halls Centre Point Offices and a number of healthcare premises operated by three NHS Trusts. Other sectors covered include leisure (restaurants and public houses), education, retail and residential.

GP - An experienced professional with expertise in risk management, natural disaster crisis recovery and business continuity planning.

 

GP was a senior officer in the London Fire Brigade and has wide strategic and operational experience gained across many high profile incidents, including a number which have involved threats to national security. 

 

As part of his remit within the LFB GP led the government funded specialist Chemical, Biological, Radiation and Nuclear (CBRN) Rapid Response Team capability.  He represented the LFB on the 2012 Olympics CBRN Strategy and Project Boards and as a member of the multi-agency CBRN ‘Silver’ Command team he was an integral part of national major/catastrophic planning group.

 

GP also provided expert advice on risk assessment, risk reduction and emergency planning for high profile locations for the police and Ministry of Defence departments. He was an adviser to ‘Project Argus’ counter terrorism seminars to assist insurance companies and other businesses carry out contingency planning and. He was a tactical adviser for terrorist and firearm related incidents, public order and crisis management and represented the LFB as the Liaison Officer on police led intelligence operations. GP lead on the National and Central government’s New Dimension’s Capability programme for Urban Search and Rescue.

 

GP is a Magistrate and qualified instructor for the Texas A&M University in Structural Collapse and Technical Rescue. 

 

 

CF originally served for 30 years, as a Police Officer in the Metropolitan Police Service (MPS), concluding with a deployment to New Scotland Yard’s Marine Policing Unit.

He has extensive experience and knowledge in Maritime Domain Awareness, Public Order and Criminal Intelligence

 

He is recognised as a Police National Maritime Intelligence expert, providing advice and guidance to the National Coordinator of Ports Policing (NCPP). CF developed pioneering methodology for risk assessing and profiling commercial vessels entering the Port of London and UK territorial waters. He was also responsible for creating the groundbreaking Marine Joint Intelligence Cell.

 

He has further assisted marine industry partners with the development of the very successful Stolenboats.org website, which quickly identifies theft and recovery of marine craft & equipment.

 

Upon retirement from the police service he took up the position as Marina & Security Manager for one of the most prestigious marinas in London, St Katharine Docks. Here he was responsible for the management of the marina including overseeing personnel, budgetary and security arrangements to this most iconic location.

JMF - Born in the States but based in Croatia JMF has worked extensively with the Red Cross and UN and with people of various cultures, disciplines and age groups in a variety of geographical contexts.

 

rescuersAfter completing her degree in Communications JMF’s work focused on raising awareness of humanitarian action either through the compiling of press releases and speeches, writing and editing donor reports, organizing press conferences or overseeing the publishing of specialized publications. Since obtaining her MSC in Information Science (from the University of Strathclyde in Glasgow) JMF’s work has concentrated on utilizing information and communication technologies such as intranets and portals to share knowledge resources.

 

In addition, she has drafted and evaluated reports and guidelines, for example in the fields of disaster response, contingency planning, volunteering development and personal security in the field. This included the tsunami operational reporting framework for the International Red Cross.

 

JMF is currently a trainer on the European Community Civil Protection Mechanism Training Programme and a course facilitator for the International Red Cross.

 

 

JS provides risk and security research and solutions. He is currently working at a UK Government Agency providing police expertise in the training and exercising of newly appointed on-call Duty Senior Managers.

JS spent 30 years in the Metropolitan Police and was Chief Superintendent of the Diplomatic Group. He successfully developed a management team to deliver a complex change management programme to transform it into

an intelligence-led and performance driven command team. He also lead police and UK Government representatives in the development of security builds for the American Embassy in London and security operations at high profile Government sites.

 

JS also has extensive experience at a strategic level in policing operations in Territorial Policing, Specialist Crime Directorate and Specialist Operations. JS is a Fellow of The Security Institute (FSyI) and undertakes voluntary work on security risk management on the British Standards Institute’s Security and Risk Management Committees.

 

 

GM is a retired Fire and Rescue Service Officer with extensive experience of local, national and international operations, functional command and major projects.

 

extinguishersGM is now a guest speaker at national and international conferences in Slovenia, Croatia, Spain, Italy, Sweden, UK and Denmark. He has taken part in EU Civil Protection Mechanism deployments to China, Moldova, Georgia, Hungary and Romania.

 

He has also recently won the bid for Exercise Orion, an EU co-financed UK based civil protection urban search and rescue Exercise. It involves 9 countries and observers from 50 countries responding to 8 simultaneous major incidents around England.

 

Previously GM was seconded to Her Majesty’s Government to work on national projects. As part of his remit he advised on operational and rescue response to severe flooding. He organised and commanded the national response to the Carlisle floods in 2005.

 

He was also the lead investigator for the Fire and Rescue Service for the Buncefield Fire, author of “Buncefield – the Fire Response” and co-author of “Buncefield – the multi agency response”. In 2008 GM was the National FRS project manager for Exercise Orpheus.

 

 

RD spent 34 years in the London Ambulance Service where he was a founder member of the LAS team setting up the National Paramedic course. He was responsible for training the first 180 paramedics in London.

RD has attended many of the major incidents in and around London over the last 30 years with both operational and tactical command roles.  He was involved in the contingency planning and training for stadia events around London including Wembley Stadium, Twickenham Rugby stadium, Wimbledon Tennis Championships, Lords Cricket Ground and the major Premiership football grounds. 

 

RD was also a Senior Training Officer, engaged in training both LAS staff and outside agencies, and an Emergency Services Advisor to UK Special Operations and Special Forces. 

 

RD is a member of ESTES, an affiliated member of the Royal College of Surgeons of Edinburgh and is registered with the Health Professions Council UK.  He is currently a lecturer for MRMI (Medical Response to Major Incidents) and has conducted courses on their behalf in Croatia, Holland, Madeira and Italy.  The courses involve examining the many components in the medical response to a major incident including pre-hospital response, transport, hospital response, communication, coordination & command. The different functions are not treated in isolation but examined as a whole, making use of advanced simulation models.

 

RD has also undertaken training projects in Turkey, Slovenia, Germany, Belgium, Sweden and USA, with future projects planned with Armenia and Chile.

 

 

MP – a close protection and protective security professional with the ability to strategically use intelligence

 

MP spent 24 years with the Metropolitan Police, latterly within the Special Branch and the Specialist Protection Command Intelligence office. He was responsible for risk mitigation for overseas deployments, threat assessments, and intelligence co-ordination with other agencies. He gave pre-deployment briefings for teams and senior public officials when travelling overseas, covering cyber, terrorist, crime, health and electronic risks.  MP also provided protective security advice to senior public officials who do not receive close protection. He was involved in research and report writing for the command on a wide variety of matters, up to Cabinet Level.

 

MP was the Protection Intelligence Co-ordinator for big events such as G20, the last two elections, the Papal visit and he deployed to Beijing and Athens for that purpose.

 

MP also worked on a number of major terrorist investigations including Op, CREVICE, SPANGLE/RHYME and OVERT and the events of 7/7 and 21/7, along with a number of other long term operations and investigations.  He set up the Surveillance Briefing team after the shooting of De Menzies and the model was adopted as the National Special Branch model for briefing Special Branch surveillance teams. He set up the command's Protection Co-ordination Model which overlaps intelligence with the movements of our protected people, to identify possible risks to their principals.
