Swedish Civil Contingencies Agency
The Swedish Civil Contingencies Agency (MSB) are in the process of developing their thinking with regard to their response to a terrorist or catastrophic event. They are also considering future legislative change.
In 2009 Hanover Associates were asked to delivery a seminar on multi agency working in the UK to the MSB in Stockholm. This included detailing the background and history of the terrorism threat in the UK and the emergence of LESLP (London Emergency Services Liaison Panel).
The development of multi agency planning, exercising and communications was considered in detail. In particular the development of the Inter Agency Liaison Officers (ILOs) in UK and their role was discussed together with major incident structures and protocols such as London Regional Resilience, London Emergency Planning, Fire and Resilience programme and the CBRN Response team.
The MSB were interested in the operational procedures used in the 7/7 terrorist attacks in London and the benefits afforded by multi agency working in an emergency response environment.
